Race vs Gender

Why is Rachel Dolezal not allowed to be black, but Bruce Jenner is allowed to be a woman? If a guy can just arbitrarily claim he is a woman even though biology proves otherwise, it is beyond hypocritical to attack Ms. Dolezal and her self-identification.
